Time to explain some stuff then… Not that I know everything but I do know some of it ^^;
There are four tiles of each suit[pin,sou,wan], meaning theres 4 tiles that are bamboo one, 4 tiles of bamboo 2 and so on…
‘Pin’
The circles that you see here, go from 1 to 9
‘Sou’
Bamboo, again from 1 - 9. One bamboo in Japanese mahjong is usually a bird, as you can see in the first picture of this post ^^;
‘Wan’
Characters, also from 1 - 9, the characters are all in chinese so it might be quite tricky for you to learn.
‘Kaze’
As you can see below, the chinese character for each wind is: 東=east, 南=south,西=west, 北=north.
4 tiles of each wind.
‘Dragon’
Err, dragon tiles ^^; 中=Chun, 發=Hatsu and the last tile = Haku
4 tiles of each dragon.
Note that the Haku in Japanese mahjong is usually a blank tile, look at the second picture of the game from the top, you can see I have 3 Haku in my hand.
And that’s all of the tiles. Now for how to play.
‘Pon’
3 of a kind. Let’s say you have 2 bamboo one tiles in your hand now like this
Someone else discards a bamboo one, you can pon, and you expose you tiles to show everyone.
If you pon when the guy on your right discards the bamboo one, you expose your tiles like this, the bamboo one on the right is placed sideways.
Similarly if you pon when the guy opposite you discards the bamboo one…
Same for the guy on your left.
‘Chi’
3 in a row, like 1,2,3 or 2,3,4.
Similar to pon, you place the tile discarded by the player sideways. A little different though.
Let’s say you have this in your hand
Guy on right throws a bamboo three, you chi and put your tiles like this
If the guy opposite you discards the bamboo three
Looks kinda weird eh?
So why do this? Why place the tiles sideways? It’s to help everyone keep track of what who has discarded.
Now, how do I win you ask. There a lots of ways…
You have 13 tiles with you at the start, the dealer has 14 tiles. The dealer starts, discarding one tile so he now has 13 tiles.
So now, everyone draws one tile and discards one tile during their turn.
You need to win with 14 tiles! Either by drawing the last tile on your own, called Tsumo, or when someone else discards the tile you need to win, called Ron.
If you Tsumo, the cost is divided between the other 3 players, if you Ron, only that player pays the full cost.
You need 4 sets and a pair to win then. 4 X 3 + 2 = 14 ^^;
Just a sample of how a winning hand looks like,
In Japanese mahjong, you can also win with 7pairs too, Chii Toitsu.
Now for…
‘Kan’
4 of a kind
Again same stuff that applied to chi and pon goes here.
Guy on right throws bamboo eight.
Just that the tile you kan is placed sideways on top of another tile, can’t illustrate it here ><
In this case, the 2 bamboo eight on the left and center are placed normally, the other 2 bamboo eight will be placed sideways above each other.
If the guy opposite you discards bamboo eight…
Not sure how to illustrate it but if you’re playing on the computer that doesnt matter orz…

You can also kan if you have all the 4 tiles with you!
You then show it like this, like the eight「八」 characters there, with the 2 eight character tiles at the extreme end flipper over and the other 2 eight character tiles facing upwards in between.

Now for the last part of this how mini guide…
If the game ends without anyone winning, tenpai and nooten comes into the game.
Tenpai - you are 1 tile away from winning
Nooten - you are not 1 tile away from winning
Simple to understand?
Those that are nooten have to pay those who are tenpai.
Let’s say…
1 person is tenpai and the other 3 are nooten, tenpai player receives 1k points from each nooten player.
2 people are tenpai and the other 2 nooten, each tenpai receives 1.5k from each nooten player.
If all four players are nooten or tenpai, nothing is paid and the next game starts.
The Saki mahjong game is 1 vs 1 so 3k is paid in this case.
テンパイ - tenpai
ノーテン - nooten
If you win the game with only a single suit, just imagine the four circle being another character, you get a bonus for that.

I almost forgot to explain dora… If you would look at the picture above, you can see that there are 7 X 2 tiles at the top left.
In Japanese mahjong, dora is another way of scoring.
All 14 tiles[dead wall] there are not touched throughout the game. When someone kans, another tile is flipped over.
At the beginning of the game, a tile from the dead wall is flipped up. Referring to the picture above, that tile is 南/South.
For winds, the order goes like this
east south west north
If the tile facing up on the dead wall is south now, that means every west hand counts as a dora.
Similarly, order for dragons go like this
Hatsu Chun Haku
If Chun is flipped facing up on the dead wall, Then every Haku tile is now a dora.
Quite hard to understand for dragon and wind but for suits…
If bamboo one is flipped over on the dead wall, bamboo two tiles are dora.
If bamboo nine is flipped over, bamboo one is dora.
I have no idea how to count how big a winning hand is and how other stuff are, but at least now you know some basic info on Japanese mahjong ^^;
